affilition with NGO: none.

I'm doing research on NGO's in Chile, specifically in the time right after the Pinochet regime. Is it true that many NGO leaders quickly became leaders in the new government? If so, why? What effect has this had on government policies toward NGOs and their interests?
I need to know this ASAP. Thanks.
